The Review Meeting for the Navigation Impact Assessment Report of the Putian Project Was Held in Beijing

On the morning of March 11, the review meeting for the Navigation Impact Assessment Report of the Hanas Putian LNG Receiving Terminal Project, a major Fujian-Ningxia collaboration project, was held in Beijing. The meeting was organized by the Water Transport Bureau of the Ministry of Transport. Wu Qiong, Grade II Inspector and Director of the Waterway Department of the Water Transport Bureau, presided over the meeting. Leaders and representatives from Fujian Maritime Safety Administration, Fujian Provincial Port and Shipping Development Center, Meizhou Bay Port Development Center, Xiamen Navigational Marking Office of the East China Sea Navigation Guarantee Center, Huashi Design Group Co., Ltd., as well as other relevant project construction, design, and consulting units, and invited experts attended the meeting.

At the meeting, the project's navigation assessment unit and the consulting unit respectively presented reports on the findings of the navigation impact assessment and the consulting review of the report. The participating experts and representatives from various departments conducted inquiries and comments on the navigation impact assessment work and its findings. The review expert panel, headed by Jiang Mingbao, former Chief Engineer of the Ministry of Transport, unanimously agreed that the assessment conclusions of the project's navigation evaluation documents were scientific and reasonable, complied with current relevant national and industry standards, codes, and regulations, and approved the Navigation Impact Assessment Report for the Hanas Putian LNG Receiving Terminal Project.

Zheng Qingxiu, Deputy Director of the Water Transport Bureau, emphasized that the Hanas Putian LNG Receiving Terminal is a major project invested by Ningxia in Fujian, implementing the strategic decision on Fujian-Ningxia collaboration made by General Secretary Xi Jinping. The implementation of the project will provide strong support for facilitating national energy transformation, safeguarding national energy security, serving local economic development, and achieving the "Dual Carbon" goals. He required that, following the guidance from this meeting, work on project approval and construction should proceed orderly, and efforts must be intensified to implement this landmark Fujian-Ningxia project.

During the meeting, Wang Shaobo, Vice President of the Group, expressed his gratitude to the Ministry of Transport, the various relevant departments, invited experts, and the consulting unit for their strong support for this review meeting. He said that the Group would strictly follow the national major deployment requirements for accelerating the construction of a strong energy country and a strong transportation country, earnestly fulfill the important mission of implementing the Fujian-Ningxia collaboration model, solidly prepare for the project commencement, advance the project to start construction fully within the year and be completed at an early date, thereby achieving fruitful results from the two-way investment in Fujian-Ningxia cooperation.

Currently, the preliminary design for the terminal project of the Hanas Putian LNG Receiving Terminal has passed the review, and approvals for the dedicated chapter on safety facility design, safety assessment, and stability assessment have been obtained. The project is planned to start construction in 2023 and be completed and put into operation in 2026.
