The Hanas Putian LNG receiving station project is the first major energy project invested by Ningxia in Fujian, as well as a key project in the national natural gas development plan and a major gas storage facility for Fujian and Ningxia provinces. The project was officially signed in December 2014 at the 18th joint meeting of the Fujian-Ningxia Mutual Learning and Mutual Assistance Poverty Alleviation Cooperation, and was included in the "13th Five-Year Plan for Natural Gas Development" issued by the National Development and Reform Commission and other planning layouts.
After the completion of the project, it will be connected with the national trunk gas network through supporting natural gas pipelines to ensure national energy security. It will not only enhance the natural gas supply and storage capacity of Fujian Province and its surrounding areas, but also increase the natural gas supply for Ningxia through cross-regional gas transmission displacement, further strengthening diversified gas supply guarantees. Through collaboration on clean energy, it will expand new connotations of the Fujian-Ningxia cooperation model, promote green and low-carbon development in both provinces, and serve the "dual carbon" goals. Additionally, this project will develop synergistically with new energy sources such as hydrogen energy, continuously upgrading and improving the industrial chain to achieve vertical integration. After implementation, the annual output value can reach 30-45 billion yuan, promoting the aggregation of new energy industries and strengthening the port economy, facilitating Fujian-Ningxia cooperation, and having positive significance for promoting high-quality economic and social development in both eastern and western regions.
The Hanas Putian LNG receiving station project is located in the Dongwu Port Area of Meizhou Bay, Putian City, Fujian Province. In the first phase, it will construct a new LNG unloading berth, LNG storage tank area, and supporting process, utility, and auxiliary engineering facilities.
The first phase of the project received approval from the National Development and Reform Commission in December 2021, and the initial design of the supporting terminal project was approved by the Ministry of Transport on March 24, 2023. The project has obtained approvals for underwater and above-water activities, construction drawings, and other necessary permits, and is now ready to start construction. The project will begin construction in April 2023, enter a comprehensive construction phase from 2024 to 2026, and is scheduled to be completed and put into operation in 2026.

This project is a major landmark project of Fujian-Ningxia cooperation and the first significant energy project invested and constructed by Ningxia in Fujian. The construction of the project will be beneficial for promoting cooperation between Fujian and Ningxia provinces, as well as helping to form a new pattern of land-sea linkage and two-way opening up between the "Maritime Silk Road" core area in Fujian and the "Inland Opening-up" pilot zone in Ningxia.
This project has been included in the Ministry of Transport's "Opinions on the Layout and Development of Liquid Natural Gas Receiving Terminal Berths Along the National Coastline and the Yangtze River Main Line" and the "14th Five-Year Plan for National Economic and Social Development in Fujian Province". It is in line with the national energy development strategy, promotes the utilization of clean energy, and helps improve environmental quality and promote energy conservation and emission reduction. After full implementation, the annual output value of the project can reach 30-45 billion yuan. Besides the billions of yuan in tax revenue generated by the receiving terminal project itself, the continuous development of cold energy utilization industries will cultivate tax sources and create opportunities for the government, promoting the aggregation of new energy industries and the development of port economies.
The construction of this project helps improve gas storage facility capabilities in Fujian, Ningxia, and even the whole country. At the same time, this project complements multiple gas sources with existing and newly-built LNG projects in Fujian, playing an emergency mutual protection role within the province and enhancing seasonal peak supply security for natural gas nationwide. It significantly improves natural gas supply and storage capabilities in Fujian, Zhejiang, Jiangxi, Guangdong, and surrounding areas, ensuring industrial and civilian gas supply.
After the completion of the Hanas Putian LNG Receiving Terminal project, the annual gas supply can reach 14 billion cubic meters, which can replace nearly 17 million tons of coal per year. Compared with using the same amount of heat from coal, it can reduce carbon dioxide emissions by 35 million tons, sulfur dioxide emissions by 320,000 tons, and dust emissions by 160,000 tons per year. The emission reduction effect is equivalent to planting over 70 million trees, helping to reduce acid rain formation, alleviate the greenhouse effect on the planet, and fundamentally improve environmental quality.
